The establishment of the latest Kenesset has prompted Israel's President, Reuven Rivlin, to meet with Netanyahu and Gantz. The President is responsible for deciding which candidate is most likely to form a government, and grant him the first attempt to form one (the candidates cannot form governments simultaneously). Gantz has been chosen and now has about three weeks to form a government.
Gantz having the support of the Arab Party (if he complies with their list of demands) is endangering his run for prime minister. Although the Arab Party makes up 15 seats of the Kenesset (nearly 1/4 of the number needed for a completed government), gaining their approval will likely cost Gantz the election. That's an interesting dynamic at play.

In the case that neither candidate forms a government, some form of a unity government looks likely. How exactly would that government operate? We don't know, because a unity government has never formed in Israel's history.
Netanyahu proposes that the term for the Unity Government be for three years, with the nation under his leadership the first 18 months and Gantz for the second.
